Schiphol Nederland BV, hereafter SNBV, intends to start a negotiation procedure without prior publication for the purchase of two Taxibot vehicles with "Smart Airport Systems", fully owned by the Alvest holding.
SNBV believes this procedure can be started on the basis of article 3. 36 lid 1, c, sub 2.This is because we have concluded that there are no other market parties besides Smart Airport Systems who can supply Taxibot vehicles. This is mainly because market parties need to have specific certification; EASA-certifiied for operations on Airbus 320 & Boeing 737 family aircraft types and because the product has to go live in 2022. Smart Airport Systems can fullfill these requirements and has exclusive rights to the required product, while there is no reasonable alternative available for the Taxibot vehicle.
The past two years, SNBV has done marketresearch on Taxibot vehicles and recently SNBV published a market consultation on Negometrix/tenderned. The purpose of this market consultation was to obtain a clearer understanding of the available innovations/developments of sustainable taxiing solutions in the market. In this market consultation we focussed on ground movements of airplanes where the use of airplane engines can be reduced. This process is called "taxiing",so we aim for a sustainable taxiing solution.
In the set up of two seperate webcasts, organized on the 22nd of September and the 4th of October 2021, the market participants have received insights into the dynamics of the airport and the taxiing process including our goals towards our sustainability program. During these webcasts the particpants had the opportunity to be informed, respond and ask questions and/or present their available solutions or new developments in a first conversation. The outcome of the market consultation was that, at the moment, there are no other parties besides Smart Airport Systems that can supply a sustainable taxiing solution.
The received output of this market consultation has served as final input for further decision and procedure to start a negotiation procedure without prior publication.
This procedure may be applied under certain conditions. For this route, the exception from article 3. 36 lid 1, c, sub 2 applies:only one specific economic operator can perform the contract.
