The Accommodation services required are necessary for the care of Semi-Dependent Residents and Highly Dependent Residents. An ageing population represents one of the most significant demographic and socioeconomic developments that Maltese society will be facing in the coming decades. As a result of declining fertility and mortality levels and major improvements in life expectancy and healthy life years, the proportion of the population aged 65 years and over will increase dramatically in the coming decades. This has increased the demand for long-term institutional care. In addition, the proportion of working women has risen steeply over the past decade, reducing a further source of care to the elderly that was historically available from immediate family members.

The Government of Malta (GoM) is actively seeking to address this problem by increasing the supply of beds available for long-term care. The Government of Malta is continuously seeking to enter into agreements with the private sector to increase the supply and quality of beds available for the elderly. Thus, in order to cater for an ageing population and with the aim to continue reducing the waiting list, the GoM, through MGOZ, in the coming months intends issuing a competitive tender (open procedure) with the intention of eventually award the provision of such services to a private operator.
