Helen Ltd ("The Client" or "The Contracting unit") aims to be carbon neutral energy company by 2030. In order to achieve its carbon neutrality targets, Helen is currently seeking and piloting non-combustion based energy solutions for its energy production. In this procurement The Contracting unit was seeking 1-2 suppliers for industrial electrode hot water boilers, preliminary to one or two different production locations in Helsinki area, Finland. The main driver for electrode boiler investments is to increase the capacity of non-fossil based district heat production. The procurement consisted of 2 parts: A1. Hanasaari production site, 4 X ~50 MW electrode hot water boilers, supply voltage 10kV A2. OPTION Patola production site, 2 x ~50 MW electrode hot water boilers, supply voltage 10kV This procurement was executed as negotiated procedure. On 6.9.2024, the Procurement Director of Helen Oy decided, by a signed decision, to suspend the procurement procedure for both tender parts of 481038 / Helen Ltd's procurement of industrial electrode hot water boilers procurement due to A1 tender part having no acceptable tenders and A2 tender part having only one acceptable tender that meant that it was not possible for the contracting entity to do sufficient comparisons regarding price and other qualities.
