The Directorate for Higher Education and Competence (hereafter called HC-dir) was established 1 July 2021 and is subject to the Ministry of Education and Research. The directorate is a result of the merger of Diku, Kompetanse Norway, Universal and parts of Unit and NSD. On 1 January 2023 HC director also took over responsibility for the certification schemes for foreign education from NOKUT. The Directorate has a total national responsibility for administration assignments within higher education, higher vocational education and competence policy. We are a professional adviser for the Ministry of Education and Research, initiate policies and coordinate the means. The Directorate shall contribute to the development of the quality of education and training, strengthen the international cooperation and contribute to digital restructuring of universities and university colleges. HC-dir works to raise competence of the population, make education and training of high quality available for everyone throughout their lives, and ensure working life access to competent labour. Inventura AS is assisting the Contracting Authority with this procurement process up until the contract is signed.
