II.1.4) Trumpas aprašymas:

The Contracting Authority has been given the task of assisting in the process of the donation of LNG engines to Ukraine. The engines must have the necessary service and maintenance before they can be sent from Norway to Ukraine. Information on the relevant supplier market obtained by the contracting authority shows that it is only the manufacturer of the engines, Bergen Engines AS, who, due to technical reasons, can carry out the necessary service and maintenance work on the engines. Bergen Engines AS has as a manufacturer a unique combination of relevant competence, experience, facilities and spare parts to test the engines, and possibly adapt them to the recipients ́ practical needs, as a part of these works. The contracting authority also states that it is considered important to have the engines sent to Ukraine as soon as possible. The contracting authority ́s assessment concerns services that only the chosen tenderer can deliver because a competition is impossible for technical reasons. Based on this, the contracting authority believes that it is pursuant to the public procurement regulations § 13-4 b nr. 2 in order to award the contract directly to Bergen Engines AS. The contracting authority further considers that the terms in the provision that there are no cheaper alternatives and that a lack of competition is not due to the contracting authority adapting the procurement documents to a particular tenderer being met.
