Introduction:
The aim of this notice is to obtain information from the market on how Nye Veier's needs can best be taken care of. The responses given in this notice are not binding for the tenderers.

Background:
Nye Veier AS is preparing a detailed development plan for the E18 Ytre ring road in Kristiansand municipality. Norconsult Norway AS has been engaged as a consultant in the project.
The outer ring road is approx. 10 km and stretches from the Vige in the east to Grauthelleren in the west (see figure 1 below).
The road installations are included in the 200 kilometre stretch between Kristiansand in Agder and Ålgård in Rogaland, which Nye Veier is responsible for developing.
The outer ring road shall be built in order for the transport corridor between Vige and Grauthelleren to be more efficient and less vulnerable, as well as to relieve the current main road system through the centre of Kristiansand.
The road system is planned with systems that give positive net benefit per invested dollar. Emphasis has been put on finding sustainable systems in the formulation of the road installations.
The outer ring road shall be constructed as a four lane motorway, with a speed limit of 110 km/h for most of the stretch. The road will mostly go in a tunnel. Two parallel tunnel runs shall be constructed, one for the eastbound and one for westbound traffic. On the ground floor the road will connect to the E18 in Vige, National Road 9 in Dalane and E39 at Grauthelleren.
As a result of the tunnel work, the project has a considerable volume of excess masses. Surplus matter is as a main rule, to be considered as commercial waste. As a part of further increasing the sustainability of the project, it is important to look at this waste as a resource so that it can either be recycled and replace other materials or disposed of for other socially beneficial purposes.
The purpose of the enquiry
The objective of the notice is to map whether there are interested parties who would like to procure/take over surpluses of rock masses from the project, which is currently estimated at NOK 2.7-3 million (volume measured in filling). The announcement is a part of the work of finding the most socially beneficial use of the surplus masses in line with the current guidance from the Norwegian Environment Agency regarding the disposal of clean surplus masses.
We would like to use the enquiry to find solutions that contribute to increasing the sustainability and socio-economic profitability of the project through good disposal of the surplus masses.
Initially Nye Veier would like to enter into an intention agreement with interested parties who register. Intention agreements can be signed with one or several interested parties for all or parts of the mass surplus. It is a prerequisite, however, that relevant interested parties can take over a minimum of 300,000 pam3.
