To concretize and challenge strategic decisions in alignment with TenneT's vision and long-term goals, it is essential for our CIO to engage with a broad network of CIO executives and have access to relevant supporting services. To meet this requirement, TenneT intends to award a contract to Gartner for a membership in the Global CIO Research Board, an exclusive service providing high-level peer networking, bespoke research, and strategic advisory support. The market for globally oriented, executive-level IT research services is highly limited. Gartner is the sole provider offering a comprehensive and exclusive service specifically designed for CIOs of large multinational enterprises. Membership in the Research Board is invitation-only, ensuring access to a unique global peer network that enables benchmarking and strategic discussions unavailable through any other provider. The Research Board offers customized research, private (global) CIO Board Meetings, and an assigned delivery team who provides tailored strategic guidance. Moreover, Gartner has a strong presence and proven expertise within the global energy market. No alternative provider delivers a comparable combination of exclusive peer access, personalized strategy development, and high-touch CIO support. Gartner holds exclusive intellectual property rights over its research content, networking services, and benchmarking data, which are not licensed or available through any other provider. Due to these technical reasons and legal exclusivities, TenneT believes effective competition in the market for the required services is absent. Therefor, we believe Article 3.36, paragraph 1, part c, sections 2 and 3 of the Dutch Public Procurement Act (Aanbestedingswet) are applicable. TenneT is publishing this ex-ante notification to ensure transparency and assess whether any other suppliers are able to provide services equivalent to those offered by Gartner. Any party that believes they can meet the requirements outlined in this notice and provide the same level of service may submit a written objection or proposal for consideration within 20 days of this publication.
