      A Tender for an Innovation Partnership to develop a system engineering tool that supports the end-to-end engineering process of IEC61850 digital and virtual substations. The scope of this tender includes • development of the solution • maintenance • licensing Context: The IEC61850 digital substation initiates a significant transition for users, specifically for large utilities with a high level of standardization. This transition can be a complex exercise, as users have developed their own engineering processes to suit the needs of copper-wired systems. As a result, many current IEC 61850 engineering implementations are private developments that are device-driven and labor-intensive. To address this challenge, IEC TC57 working group WG10 has identified a series of needs to evolve to a harmonized, market-supported, user-requirement-driven top-down process. To implement these requirements, WG10 has initiated the development of two technical reports: IEC 61850-90-30 (Function Modeling in SCL) and IEC 61850-7-6 ed2.0 (Basic Application Profiles in SCL). These reports define an SCL (System Configuration Language) extension namespace called IEC 61850-6-100 and document it’s use and application through multiple examples and use cases. While Elia has already digitalized some of the interaction between devices (IEC61850 station bus), it has the ambition to move forward towards the roll-out of full digital substations, converting electrical signals at their source to a digital data and using them in a digitalized system. To engineer these systems, Elia’s current engineering process and tools are not useable. Therefore, Elia is planning to implement a top-down process supported by the IEC61850 standard and the industry. Digitalization of substation protection and control functions comes with a new way of thinking. While current technology focuses on dataflow between Intelligent Electronic Devices (IEDs) considering only the interface of the IED and seeing the content of the IED as a black box, digital substation engineering requires the modeling of the end-to-end functions of a substation system. A substation is not seen any more as a grouping of different topological blocs (bays) that are engineered one by one but is in a digital world to be considered as a system that needs to be engineered and modelled as a whole. This is why Elia, as a frontrunner in digital substation engineering, is starting an innovation partnership for the development of a System Engineering Tool, seeking to push the industry towards a standardized solution for substation engineering. This vision is supported by the industry through the “IEC61850 Engineering Process Common Vision” (weblink: https://innovation.eliagroup.eu/projects/iec61850-engineering-process-common-vision/ ) and by standardization through TR IEC 61850-90-30 and IEC 61850-7-6 ed2.0, as indicated above. Key roles of the system engineering tool are - Concept Definition Tool - System Specification Tool - System Configuration Tool - Interaction with an engineering PLM/PDM system over an API The main drivers for this project are - Supporting technological evolution of the PACS (protection, automation and control systems) for next (digital) generation and future generations (virtualization of protection and control applications) - Providing answers to important challenges of the current engineering processes - Realization of Elia’s goals on overall engineering efficiency and quality improvement Important criteria for the proposed solution are - The solution needs to become an off-the-shelf market supported solution, only configuration of tools is allowed. Elia does not want to use a separate branch of a market available solution - It needs to offer the engineering efficiency required for the achievement of Elia’s project execution goals - Creating an engineering eco-system with individual interoperable and interchangeable tools - The solution requires a user experience that is intuitive, easy to understand and to learn - The solution needs to blend in in the IT landscape, and interact in a smooth way with other tools and eco-systems for the exchange of data. Elia has the ambition to use the output of this project for multiple PACS generations to come, including the virtualization of protection and control applications.
