      The cost-sharing process for redispatching and countertrading in the Capacity Calculation Region (CCR) Core, initially set for mid-2024, has been postponed to 2027 due to implementation challenges. To support implementation, the TDD Tool automates the generation and provision of TSO-specific test and simulated cost data during parallel runs of ROSC and cost sharing. The tool will ensure efficient data delivery by generating test data from both manually created input and ROSC data and simulating costs for cost-sharing parallel runs. Since the tool for regional operational security coordination (ROSC) is still in the design phase, TSOs are expected to manually create Excel files in a predefined format with fictive but realistic redispatching and countertrading measures. The TDD tool in its first release is meant to be able to convert these files into the latest version of a predefined .xml format (CIM format). The service will also be available to other German TSOs as well to other partner Core TSOs willing to use it. Initially, a browser-based application will be developed, with secure individual accounts allowing TSOs to configure their settings. Once ROSC output data becomes available, the TDD Tool will process these .xml files instead of manually created Excel files. The tool’s development includes automatic retrieval of input data via TenneT’s SFTP server, where TSOs can upload configurations to dedicated folders. For the operational process, the RD Bill tool must be adapted to submit the remedial action schedules (i.e. RAS) file via OPDE to the central CS platform. During TDD project initiation it was concluded that the data was not to be submitted via RD Bill during the parallel run to avoid operational disruptions, since redispatching and countertrading measures would not really be activated, and no real costs would arise. Therefore, a temporary TDD tool was developed for data manipulation and submission during the parallel run only. Once the parallel run concludes or timely before the GoLive, the RD Bill tool will be used for the target setup.
