The JS07 Radiation Monitoring System is a standalone plant support system monitoring process, effluent, airborne, and area monitor radiation conditions through the use of radiation detectors and dedicated local radiation processors. JS07 is classified as Safety Related, Seismic Category I, and Westinghouse Safety Class C with some safety-related functions and some non-safety related functions. The JS07 scope is one of the largest and most complex instrumentation and control systems for procurement. JS07 is a completely distributed plant system, with 38 distinct radiation monitors, 6 of which being safety related, with the control software being fully integrated into the overall AP1000 I&C architecture. Consideration of potential suppliers includes the following system/project criteria and capabilities:
- Experienced manufacturers/assemblers capable of fabricating and furnishing AP1000® radiation monitoring compatible equipment (described below), must (i) contact (email and/or phone call) the Westinghouse Contact Person identified in section 1 to express interest and request an AP1000 supplier qualification questionnaire, and (ii) upon receipt, complete the AP1000 supplier qualification questionnaire with sufficient detail for Westinghouse evaluation and return it via email to the Westinghouse contact person. If there are any questions or clarifications needed, please reach out to the contact person listed above.
- The qualification criteria shall be included in the AP1000 supplier qualification questionnaire, examples thereof include demonstration of:
- The Supplier shall provide, as part of the system supply, engineering consultation to assist the Purchaser with system design finalization and provide engineering support to assist with the installation interface design.
- The Supplier shall be responsible for furnishing the safety-related (Class 1E) and non-safety related (Non-Class 1E) process, effluent, airborne and area monitors radiation monitoring equipment as identified in the RMS System Specification Document (provided upon completion of questionnaire and NDA [see below]).
- The Supplier shall furnish the communication, power, and signal cables internal to the radiation monitoring system within the Supplier’s scope of supply.
- The Supplier shall furnish the inside containment cables for the containment high range systems. These are qualified Class 1E for harsh environment.
- The Supplier’s scope of supply includes design, manufacturing, documentation, test plans, test procedures, project management, Quality Assurance, equipment qualification, cleaning, packaging, and shipment of the equipment.
- The Supplier shall be responsible for performing project management and generating project status reports/meetings for each unit.
- The Supplier shall provide time and material rates for site startup and acceptance testing support.
- The Supplier shall provide sample line deposition analysis for the first unit. All subsequent units will be of identical design.
- The Supplier shall provide sample nozzle design for plant vent and duct monitors for the first unit. All subsequent units will be of identical design.
- The Supplier shall outline and perform the scope of recommended work for meeting ANSI N13.1 (ANSI/HPS N13.1, “Guide to Sampling Airborne Radioactive Materials in Nuclear Facilities” ), including the development of a scale flow model to validate that the airborne monitors comply with the sample extraction criteria per ANSI N13.1. This is to confirm sample extraction location results in representative sampling. This applies to the plant vent and process ducts. This activity is for the first unit. The plant vent design will be identical for all subsequent units.
- The Supplier shall provide main steamline sensitivity analysis for the N-16 monitors (gallons per day [gpd] to µCi/cc conversion) for the first unit. All subsequent units will be of identical design.
- The Supplier shall provide requested input to finalize the plant interface design first unit. All subsequent units will be of identical design.
- The Supplier shall provide Non-Recurring Engineering services for finalizing the design for the first unit, which includes:
o Providing design information and consultation to support the design of the plant structures and equipment
o Licensing Support
- The Supplier shall be capable of meeting the quality requirements for such equipment in a nuclear power plant, including having a nuclear quality program complying with NQA-1 and 10CFR50 Appendix B.
- The Supplier shall provide certification of compliance with all applicable governmental policies, requirements, laws and regulations, applicable international treaties or agreements, and other regulatory requirements.
- The Supplier shall be of sufficient financial standing (solvency).
- The Supplier selection is subject to a verification of capabilities against these and other project related criteria.
- The supplier shall quote an RMS system with components with a design objective life of 60 years. For items where a 60-year life is not an achievable goal, a maintenance/surveillance/replacement schedule shall be provided.
- The Supplier is responsible for the design, material procurement, manufacturing, inspection, testing, qualification, cleaning, packaging, and shipping of all equipment and accessories identified in the proposal.
- Upon evaluation of your response to the AP1000 supplier qualification questionnaire, Westinghouse will determine if your company meets or does not meet the qualification requirements and will provide feedback. Submission of the AP1000 supplier qualification questionnaire does not automatically qualify your company to be supplier for the project.
- Each qualified Supplier will be required to execute a Proprietary Information Agreement (PIA) / (Non-Disclosure Agreement (NDA)).
