Sarpsborg municipality needs a new emission free hook vehicle for use at Gatedalen Environmental Station. As a part of this process, Sarpsborg municipality wants one-to-one market dialogues before the procurement. The market dialogue will be used for the development of any requirement specifications. The hook vehicle shall be in full daily operation. It will be used to serve containers inside the municipality ́s facilities, as well as transport assignments in the local area (Østfold). The vehicle will be used for transporting waste and sludge containers, and loads can weigh up to 8-12 tons. The vehicle shall be a three axle, with boogie and able to transport containers of up to 38 m3 without a pull-out under-delivery barrier. The cabin of the car is wanted as "one and a half, with low step, without resting eye." The hook vehicle shall be emission free, preferably electric or biogas (CBG or LBG). The municipality would like to clarify relative advantages and disadvantages of the different fuel alternatives and what suits our operation at Gatedalen best. Before the market dialogue, Sarpsborg municipality would like tenderers to describe the tenderer ́s proposed system for an emission free hook vehicle, set against: • The contracting authority ́s description of the needs described above, with a special focus on range and sufficient power. • Operational costs of a proposed fuel system, both maintenance and operation. • Need for infrastructure for charging or filling vehicles. • Other conditions that the tenderer believes are relevant. The individual supplier dialogues are planned to be carried out in weeks 5 and 6 in 2026. The dialogues will last for approx. 1 hour and will take place on Teams in either Norwegian or English. After the registration deadline, each relevant supplier will get feedback on the exact time of the dialogue. The deadline for registering for the dialogue is Thursday 22.01.2026, 12:00. If a tenderer has not responded to the above points, they can be assessed as not relevant for dialogue.
