The ministries currently have different ICT platforms for providing digital services. A decision has been made to establish a joint ICT platform, hereafter called the New System, and phase out the four existing unclassified platforms (DSS, the Ministry of Justice and Emergency Services, the Ministry of Foreign Affairs and the Ministry of Defence). A new system shall be delivered to the customers that have always been decided that DIO shall provide services for. The current ICT platforms handle a total of approx. 7,000 users, of which approx. 1,800 users are at approx. 100 international foreign stations. Much of the application portfolio is based on standard tools, such as MS SharePoint, MS Exchange, MS Office, SakArkiv (P360 and WebSak), etc., but there are also some heavier ministry specific applications. More than 300 applications have been identified, of which the size of one quarter includes a central server component. The operation and maintenance of the current ICT platforms mostly occurs internally, but parts of the applications and platforms in the last couple of years have been moved to public cloud services. The establishment and implementation of the New System will be gradually and is expected to be carried out over a transitional period of 2-3 years before the existing platforms are phased out. The new system shall be based on a hybrid system design that can offer services from a dedicated/private infrastructure and from public/public cloud services. A new system shall be able to offer services that fulfil the requirements for screened, unclassified information systems and other unclassified information systems. DIO would like to enter into a framework agreement with one tenderer to carry out a zero point measurement and the possibility for subsequent measurements of the safety condition. The measurement shall be based on a recognised method and a standardised framework. Using a framework allows for comparable results across measurement periods so that the maturity of security measures can be evaluated over time. The measurements and recommended measures shall be used for DIO's work with continual improvement.
