The Promoting Quality in Inclusive Education in Jordan (PROMISE) programme, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), supports the Jordanian government in creating the necessary foundations for developing an inclusive education system. The Hashemite Kingdom of Jordan is committed to deliver quality education to its young generation and was a regional front runner to push for education reforms and modernisation. However, the public education system in Jordan is currently depending on foreign aid and suffers from a multitude of challenges. The large increase in Syrian refugees has placed a heavy burden on the Jordanian education system ever since 2014.
On the other side Jordan has ratified the most important international human rights conventions in the education sector, including the Convention on the Rights of Persons with Disabilities (UN Convention on the Rights of Persons with Disabilities, CRPD). In 2007, the Jordanian government made a commitment when it passed the Law on the Rights of Persons with Disabilities. The government has presented key strategies for the education sector — the Education Strategic Plan (2018-2022) and the 10-year strategy for inclusive education (2020-2030) — with the aim of giving everyone equal access to education. Although progress has been made, the current capacities are still insufficient to ensure the implementation of an inclusive education system in the country. In addition, children and adults with disabilities often suffer from social stigmatisation and discrimination.
With a multi-level approach, PROMISE supports the implementation of the 10-year strategy for inclusive education. The programme aims to enhance the capacities of the Ministry of Education (macro-level), school authorities (meso-level) and selected schools (micro-level) in order to reach the goals of the Jordanian government to make the public education system more inclusive. PROMISE contributes to the development of competencies and capacities at national, district, and school levels, using learning experiences and best practices from pilot schools and field directorates to carry out further implementation measures in other schools. The programme's results directly contribute to the achievement of the Sustainable Development Goals (SDGs), (especially SDG 4, SDG 5 and SDG 3).
The programme consists of four focus components:
1) Developing national planning and management skills for the design and implementation of inclusive education based on the new legislation. Support is currently being given to the coordination of the implementation of an action plan and a steering structure to implement and monitor the 10-year strategy for inclusive education in cooperation with the Higher Council for the Rights of Persons with Disabilities, the Ministry of Education and other relevant ministries;
2) Preparing measures for implementing inclusive education at school level. A sustainable inclusive education scheme will be drawn and initially implemented in three field directorates. Regular exchange between pilot schools will be promoted to exchange lessons learnt and incentivize their replication. Capacity development measures for education authorities, school directors, teachers and parents will also take place;
3) Implementing capacity development measures for school authorities, teachers, parents and children. Needs on training measures for relevant actors will be assessed and implemented to enhance their capacities regarding inclusive education;
4) Raising awareness of the relevant stakeholders about inclusive education. After assessing the need for training and awareness-raising measures, various events will take place to better inform students, parents and society about inclusive education. For the implementation of the mesures the project is seeking support by the consulting sector.
