      The Jordanian waste management system is facing challenges due to a rapid increase in waste volume over the last few years. The waste management industry is one of six sectors identified in Jordan"s National Green Growth Plan, which is based on the Jordan Vision 2025. A plan of action for the waste management industry has been published (2020) and serves as the basis for the revision of the National Solid Waste Management (2015) considering the principles of a circular economy. The adoption of framework legislation for the waste management industry (2020) led to the definition of institutional responsibilities within the sector and also strengthened the regulatory powers of the Ministry of Environment (MoEnv). The coordination and planning mechanisms that the legislation defines for Jordan"s Higher Steering Committee for Waste Management have not yet been fully established. They have yet to be incorporated by the executing bodies - i.e. the Ministry of Local Administration (MoLA) and Greater Amman Municipality (GAM).
      The development of a sustainable circular economy that allows for more efficient use of re-sources and returning recycled materials into production cycles will require effective cooperation between key stakeholders at the government level, a modern strategic planning framework, economic sustainability and reliability in the form of adequate financing for the sector, and active participation of the private sector. These institutional and technical conditions have been defined but have still not been sufficiently developed and implemented.
      The improvement of the institutional and technical conditions for the development of a sustainable circular economy in Jordan is the objective of the project "Solid Waste Management in Jordan". Therefore, it collaborates with MoLA, GAM and MoEnv and intervenes on national level as well as in selected Municipalities. The project will make use of established structures of cooperation between local and national partners in the sector (development of institutional capacities) of the two ongoing BMZ projects in the waste management sector in Jordan - Support to refugee-hosting communities (ADHOC II) and Climate and resource protection through circular economy (CIRCLE) - which will be phased out at the end of 2021.
      It is meant to consolidate support for the implementation structures in the four partner cities and consolidate the pilot projects for separate collection of recyclables in Amman by integrating their approaches in the GAM waste management plan. The idea in both areas is to firmly incorporate the results and capacities achieved, and the instruments created, into partner structures and planning processes and also make these available to other actors involved (e.g. other municipal authorities or private service providers). The project will simultaneously contribute to improving the strategic focus of the sector by supporting the revision of the National Solid Waste Management Strategy and the implementation of a national benchmarking system. It has the following three outputs:
      1. The capacities of public and private sector stakeholders with regard to cooperation in the circular economy is enhanced.
      2. The technical and institutional capacities of municipal authorities to establish a sustainable circular economy is improved.
      3. Integration of separate collection of recyclables into the waste management plan for Amman.
