Within the project "Promotion of small and medium-sized enterprises in Benin" the specific module objective for the project in Benin is: The employment-generating growth of Benin micro, small and medium-sized enterprises (MSMEs) is increased. The following outputs have been defined:
- Output 1: The entrepreneurial and technical capacities of MSMEs are strengthened.
- Output 2: Support services and structures for MSMEs are sustainably further developed.
- Output 3: Appropriate processes for attracting and managing human resources are available to MSMEs.
These Terms of Reference belong to Output 1, 2 and 3 and the contractor is expected to contribute to achieving the objectives specified for these outputs.
Target groups are:
- Self-employed tradespeople and owners of MSMEs
- Employees of MSMEs
- Job seekers, including women and young people in particular
The activities focus on the regions of Atlantique, Littoral, Ouémé, Mono, Atacora and the municipalities of Djougou and Copargo in the Donga region.
The following industries have been identified as having high potential with regard to the project objectives: Processing of nuts/seeds; Processing of fruits and vegetables; Vegetable cultivation; Beekeeping; Poultry farming; Fish farming; Services for food and agriculture;
(Eco-) tourism, incl. hospitality and handicrafts; Production of cosmetic products; Renewable energies

The TC module will cooperate closely in implementation with several institutions, including the Benin Agency for SME Promotion (Agence de Développement des Petites et Moyennes Entreprises, ADPME) with its mandate to promote and develop MSMEs through accompaniment, financing and market access support, and the Chamber of industry and commerce Benin (Chambre de l'Industrie et du Commerce du Bénin, CCIB).
Strategy: The project aims to improve the employment-oriented growth of MSMEs in Benin. To this end, relevant state and private-sector actors are supported in developing and improving advisory, training and coaching services for growth-oriented MSMEs and in imparting technical and entrepreneurial skills to entrepreneurs. In addition, the human resource planning of MSMEs is to be improved and job seekers are to be better placed with MSMEs in need of personnel through new placement formats. A special focus is on women and young people seeking employment.
Output 1 aims to strengthen entrepreneurial and technical capacities of MSMEs. The impact hypothesis is that by increasing entrepreneurial and technical capacities, product and service quality will be improved and new customer segments and markets will be better developed. This will increase the employment-generating growth of Beninese MSMEs (module objective).
Output 2 aims to sustainably develop support services and structures for MSMEs. The impact hypothesis is that improved capacities of technical and managerial staff of national and regional MSME promotion institutions and sector associations will lead to a more effective range of services for MSMEs, which will improve the capacities and thus the growth potential of MSMEs. This can increase the employment-generating growth of Beninese MSMEs (module objective).
Output 3 aims to ensure that MSMEs have appropriate processes for attracting and managing human resources. Good processes for human resource planning and management increase the economic planning and efficiency of the enterprises. Improved placement mechanisms enable demand-driven human resource needs to be better met. This can increase growth and employment of Beninese MSMEs (module objective).
