      The "Strengthening the National-Regional Linkages" (SNRL) project supports the Southern African Development Community (SADC) in its efforts to promote regional integration in the member states (MS) for the benefit of the population in the SADC region. The project is aligned with SADC's regional strategy (the Regional Indicative Strategic Development Plan 2020-30, RISDP) and supports its implementation. Particularly, it supports SADC and its MS on implementing Chapter 5 of the RISDP focusing on the strategic management objectives of the RISDP. By strengthening SADC as a regional organization and by supporting the implementation of the regional agenda RISDP, the SNRL project aims to facilitate the regional integration in the SADC region.
      SADC was established in 1992 as a legally binding regional organization to promote economic development, peace and security, growth, poverty reduction, quality of life and social inclusion through regional integration.
      The SADC Treaty envisions so-called SADC National Committees (SNC) to coordinate the implementation of the regional SADC agenda and Protocols (26 in total) at the national level. Currently, this coordination mechanism functions with limited capabilities in more than half of the MS. SADC National Contact Points (NCPs), mostly located in the Ministries of Foreign Affairs, exist in almost all MS. Both SNCs and NCPs lack the human and financial resources, capacities, and competencies to ensure intersectoral coordination between the various state institutions and the inclusion of non-state actors in SADC's policy-making processes. Similarly, regionally binding requirements of SADC are often not or only partially ratified by MS. There is no regional compliance and sanctions mechanism to monitor the legally binding SADC requirement. Potentials and positive conditions for improving the institutional and legal framework at MS level vary across MS: new governments as a result of elections in several MS (e.g., Zambia) open new potentials. Similarly, the new RISDP 2020-2030 represents an opportunity for strengthening regional integration. Another potential is the functioning, legally institutionalized best practice coordination structures (SNCs in Mauritius, Mozambique, and Zambia), which can be a model for other MS in the form of blueprints. The SADC of varying speeds (principle of variable geometry) contains both potentials and challenges: On the one hand, the different capabilities of national SADC structures and integration are a result of the different (political) motivation and prioritization of SADC in the MS, which are, however, a prerequisite for advancing regional integration. On the other hand, they reflect the different levels of explicit responsibilities, financial resources, human resources, awareness, and knowledge in the MS public sector regarding regional integration.
      The fragmented and insufficient implementation of SADC's legal and institutional framework in the MS - protocols, strategies, policies, programs, coordination structures - incl. sanction and compliance mechanisms impede the progress of regional integration. Derived from this, the project objective is: Implementation of the SADC legal and strategic framework in the member states strengthens SADC regional integration.
      The project is trying to reach this objective through three outputs: Output 1 aims to improve the institutional framework for regional integration of SADC in the Member States. Output 2 aims to establish monitoring and evaluation systems for implementing regional integration in selected Member States and output 3 aims to strengthen the strategic communication skills of SADC (Secretariat and Member States) for high-profile communication on all aspects of SADC activities and results.
