II.1.4) Trumpas aprašymas:

The Land Development Agency (“LDA”) is a commercial State-sponsored body whose mission includes the provision of affordable and social housing to meet the needs of the State. It wishes to establish a panel (a “Framework”) of providers with expertise in residential development who are capable of delivering residential units, at scale, to the LDA.
It is envisaged that suitable providers will comprise (i) experienced residential property developers and (ii) entities who have development expertise (or have access to development expertise) and who own or control suitable residential development land and who are partnering, joint venturing with, or sub-contracting to, building contractors with a track record and experience in the delivery of residential development.
The type of transaction which may be called off under the Framework will primarily comprise forward funding style transactions (where the LDA acquires the land from the provider and thereafter makes interim payments to the provider in return for it carrying out development works). However, the Framework will also include other types of transaction, to include joint venture and partnering arrangements and contracts to provide works and/or services in respect of development on land owned or controlled by LDA. The LDA anticipates that over the life of the Framework up to 5,000 residential units will be capable of being delivered.
