      The programme "Promoting Quality in Inclusive Education in Jordan II" (PROMISE II) is commissioned by the German Federal Ministry of Economic Education and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The project builds on the learning experiences, structures, approaches, and partnerships of its predecessor project "PROMISE I", which was the first full-fledged inclusive education programme supported by BMZ. The project directly addresses the necessary improvements at the various levels of the education system (better coordination of inclusive education measures at national level, implementation of measures to promote inclusion at school level, further training of teachers, etc.) in order to improve the implementation of inclusive, gender-sensitive education.
      The aim of the project is therefore to improve the pedagogical, organisational and institutional prerequisites for the implementation of inclusive, gender-sensitive education, especially at school level. The target group of the project are school-age children and adolescents living in Jordan ("Kindergarten 2 - KG 2"/preschool year to grade 10), with special consideration of children and adolescents with physical disabilities, mental illnesses, other nationalities and/or other special learning needs.
      The political partner of the project is the Ministry of Education. At school level, the project"s partners mainly include school management, teachers, and inclusion teams in a 60 pilot schools. At district level, the project works primarily with specialists and managers from the school boards in six field directorates.
      The project focuses on four main areas of intervention (outputs) which are closely aligned and feed into supporting the Jordanian government"s educational goals:
      1. Policy and Planning
      The aim of output 1 is to strengthen national coordination on the part of the Ministry of Education on inclusive, gender-sensitive education
      2. Inclusive School Development
      The aim of output 2 is that all 60 pilot schools are guided by the model of inclusive education. If the pilot schools create a learning environment through the implementation of inclusive measures, all children can learn according to their needs and obtain an educational qualification.
      3. Training
      The aim of output 3 is to expand target-group-specific, accredited training courses for teachers on inclusive education. If teachers improve their knowledge of the different learning needs of students, they can better identify corresponding learning needs in their students and respond to them professionally.
      4. Awareness Raising and Research
      The aim of output 4 is to make approaches, objectives, and experiences of inclusive education available to relevant actors in Jordan. If evidence-based data and information are available and relevant actors are sensitized, inclusive education can be implemented more effectively and efficiently.
      The programme's strategy builds on the learning experiences, structures, approach, and existing partnerships of its predecessor. The strategy is based on a multi-level approach and involves the national level (especially the Ministry of Education), the meso level (school boards) and the micro-level (pilot schools and field directorates). The Twin Track Approach mainstreams inclusion as a cross-cutting theme in the school development and educational planning of the participating institutions in order to promote an inclusive school environment for all students (first track). At the same time, the project supports individual measures at school level so that pupils with special learning needs and children that are marginalised due to other characteristics can attend school and find a conducive learning environment (qualified teachers, inclusive school culture, etc.) (second track).
      Due to the high relevance of gender equality, all activities of the project are planned and implemented in a gender-sensitive manner.
