The contracting authority has started work with developing managers at all levels in the organisation and intends to enter into a framework agreement for management development. The development work shall support the Contracting Authority's work with developing and implementing a new strategy, as well as providing training and knowledge on central management assignments in knowledge organisations. The intention is to use the organisation ́s full potential and deliver national and internationally leading knowledge based advice and services within coastal and ocean management. We would like to use a consultant who has experience and research based competence within management in research and development (R&D) institutions. In addition we would like a consultant who has experience from courses for managers in research institutions that are facing or are in the restructuring. The tenderer must also have competence in relation to the relevance and importance of R&D institutions for social development in Norway and the Nordic countries, as well as knowledge on research policy trends at global, European and national levels. Good communication ability and ability to communicate knowledge to managers who can be put into practical/concrete strategies in their daily leadership is also something that is an important attribute for the consultant. The contracting authority has established a management forum that gathers at least twice a year for 1 to 2 days. The aim is to create a meeting place across the institute's leaders to meet the need for a common discussion arena where central problems for institute leaders can be discussed with the aim of developing a learning organisation and achieving a common understanding of the practice of the leadership role at the institute. In some of the collections it will be necessary to hire in external competence to, for example, plan the collection, give professional contributions through lectures, arrange work-shops, discussions, exercises etc. The management forum ́s professional content will vary from time to time, and it will be important that the professional focus for the forum can always be adapted to the contracting authority ́s needs. If a tenderer cannot offer the desired contribution, the Contracting Authority shall be free to contact others.
