      The Contracting Authority hereby invites you to submit a Request for Participation in tendering procedure no. T110578 for the delivery of 1800 weapon trainer systems, including other associated goods and services. The tendering procedure will be conducted as a Restricted Procedure pursuant to the Dutch Defence and Security Procurement Act (ADV). All qualifying Candidates will proceed to the second stage − the award stage. This includes a submission of the actual tender proposals. 1.1 Description of the Contract Defence-wide there is a need to keep everyone's shooting level as high as possible. However, it is not possible to increase the number of shooting exercises at the shooting range. To this end, the end-users have looked for alternatives that can be used outside this range and which can even be used individually, independent of location and time. The purpose of the need is, in most cases, to save valuable ammunition and practice capacity at the various shooting ranges and to receive immediate feedback on the implementation. Nevertheless, this should never be a substitute for Live Firing Exercises, training exercises and O&T. Therefore, the Command Materiel and IT is searching for a good solution in terms of a weapon trainer system. The requirements for the weapon trainers shall be in accordance with the EU rules and regulations. Interoperability will be guaranteed due to the fact that the system is a Military of the Shelf (MOTS) product. 1.1.1 Contracting Authority and end user The contracting authority is the Materiel and IT Command of the Ministry of Defence, the Netherlands. The Materiel and IT Command ensures that military personnel have modern, robust and safe materiel and IT to work with. For this purpose the Material and IT Command is involved in the procurement, maintenance and sales of materiel and IT. After procurement, the Materiel and IT Command hands over the purchased materiel to the relevant armed forces, which is then responsible for its sustainment. The logistics divisions of the relevant armed forces then ensures maintenance and further distribution of the material. Further information about the Ministry of Defence and the Materiel and IT Command may be found on the website https://english.defensie.nl/organisation/materiel-and-it-command. 1.1.2 Scope of the Contract The following deliverables are within the scope of the Contract: - The delivery of 1800 weapon trainer systems including accessories: carry-on cases, charging cables, mobile applications and 1300 bottom plates for the Glock 17 magazines - Initial Spare Parts Package (ISPP) for five years; - SAP article data; - Documentation. The contract consists of one delivery agreement which is intended to be concluded with the Tenderer (Supplier). Further information about the Program of Requirements will be presented in the following stage, the Award Stage.
