      On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the project "Green Growth Palestine" (GGP), co-financed by the European Union (EU) under the "Private Sector Development Programme" (PSDP). As background, reflecting the EU"s action plan to implement Agenda 2030 for Sustainable Development and its Sustainable Development Goals (SDGs), in 2018, the new European Consensus on Development was adopted by the EU and its Member States "to promote resource efficiency and sustainable consumption and production, including the sustainable management of chemicals and waste, with a view to decoupling economic growth from environmental degradation and enabling the transition to a circular economy" . Contributing to Agenda 2030"s Planet and Prosperity priorities, the EU"s commitment reflects a paradigm shift that better acknowledges the economic opportunities that "green" policies, markets and business practices can deliver, notably in terms of sustainable growth and job creation. The Team Europe Initiative (TEI), which emerged in 2020, translates the principles and goals outlined in the new European Consensus on Development into a practical framework for coordinated action by the EU, its Member States, and European Development Banks. TEI promotes joint programming to address the critical bottlenecks that hinder development with a more unified strategy. The inclusive Team Europe approach also supports Palestine in achieving its Nationally Determined Contribution (NDC) which came into force in 2016 with the signing and ratification of the 2015 Paris Agreement. In this context in consultation and collaboration with the national governmental counterpart, Ministry of National Economy (MoNE), PSDP and the GGP component are strengthening Palestine"s economic development and improving framework conditions for the private sector by increasing the green competitiveness and resilience of micro-, small and medium-sized enterprises (MSMEs). The GGP project aims to. i) Support Palestinian MSMEs in their adoption of sustainable production and consumption methods; ii) Facilitate access to green finance; and iii) Support the political partner, MoNE, in enhancing framework conditions that foster the green transition. On an Output-Level, the project focuses on the following 4 Outputs: Output 1: MSMEs and intermediary organizations are supported to enhance and implement Green Economy practices; Output 2: MSMEs and financial Institutions are supported to improve access to green finance; Output 3: Public-Private dialogue is supported to improve framework conditions for a Green Economy; Output 4: Green Economy knowledge management, communication support and TEI coordination is provided. The project applies a sectoral approach by focusing on selected, growth-oriented sectors, namely: food processing, stone and marble, recycling, building and constructions. The project applies a multi-level approach, in that it directly supports MSMEs and finance institutions on a micro-level; it also advises business development services, chambers and associations on how to build and disseminate green expertise (meso-level); lastly, GGP works with the political partner on how to enhance regulatory framework conditions to foster green growth.
