The bilateral programme "Labour market orientation of national TVET and employment policies" (Promoção da Educação Profissional e Emprego, PEPE) aims at increasing the labour market orientation of national TVET and employment policies in Mozambique on policy, strategic, and technical levels. To this end, it will strengthen the capacities and collaboration of public and private stakeholders and support better coordination of planning, implementation and monitoring in the TVET and employment sector. Apart from that, the programme will work on the technical in-service training of professional education teachers and trainers. Thereby, the programme contributes to improved employability of the recipients of vocational training and employment promotion measures in the medium and long term.
By increasing and expanding the TC module through co-financing by the EU as part of the "Skills for Employment" action, the TC module will, in accordance with its systemic approach, promote policy dialogue and strategy development for vocational training and employment promotion, especially in green sectors, and at the same time support the formal vocational training system in the further development and implementation of labour market-oriented training and further education offers in this area. A regional focus will be on the transport corridors in Maputo, Beira and Nampula/Nacala.
The renewable energy sector is associated with great growth potential in the medium term. A central goal of the Mozambican government is 100% electrification of the country by 2030 (from currently less than 50%), with renewable energies making an important contribution, particularly to the electrification of rural areas. In addition, numerous initiatives and (donor) programs are currently promoting market development for renewable energies, especially for the solar sector. However, the formal vocational training system has so far hardly taken appropriate skills and qualification profiles into account, so that further growth in the market is already being hindered by a shortage of skilled workers - even if the quantity is still low.
There is therefore a need for a systematic survey and forecast of short-, medium- and long-term initial training and further education needs and for support to the State Secretariats for Vocational Training (SEETP) and for Youth and Employment (SEJE) in the development of strategies and action plans for the establishment of green professions in the vocational training system with a focus on renewable energies. In addition to advice at policy level, there is also a need for support in the development, accreditation and implementation of selected qualifications at vocational schools in collaboration with the private sector as well as to establish measures that support the professional orientation, career guidance and labour market insertion (wage or self-employment of graduates).
Furthermore, the project aims to mainstream sustainability aspects (e.g. energy & resource efficiency) into selected training occupations in conventional sectors. The focus here is primarily on the transport and logistics sector, which is particularly important for the EU due to synergies with ongoing EU initiatives such as the "Global Gateway for Connectivity".
The module PEPE is part of the Team Europe Initiative (TEI) eYouth and with the new component on TVET and employment promotion in green sectors contributes to the TEI Green Deal.
