As a research and development service, the contract is excluded from the scope of public procurement law (cf. § 116(1)(2) GWB).
OpenStreetMap (OSM) is a global collaborative project to collect all kinds of map data and distribute it as open data freely usable by everybody.
The OpenStreetMap project is at the heart of an open map dataset that has become central to many applications that need geospatial data. Many sectors rely on the data provided by OSM in order to do their work, which supports the case for OSM qualifying to meet the definition of infrastructure. There are no other open alternatives. OpenStreetMap data can be found in mobile apps (e.g. OsmAnd, OrganicMaps), in the map-related products of large and small companies (e.g. Deutsche Bahn, DHL, Meta, Microsoft) and are an essential part of humanitarian and research projects (e.g. Doctors without Borders). Public institutions rely on OpenStreetMap data as base data that crosses boundaries and supplements the official geographical data. The project cannot exist without OpenStreetMap core software running reliably. We need to be prepared for future growth and challenges. All OSM core software is open-source, and we welcome contributions and reuse.
The project is divided into six work packages that include research and development services to ensure the stability, security and growth of OpenStreetMap benefiting the broader community and supporting public interest and open source technology solutions. The work packages include the following:
- modernize the code and bring it up to current software development standards. For example, the website would greatly benefit from new features introduced in recent versions of Ruby on Rails.
- resolve the split between the main OSM website code and the cgimap code. Currently, functionality is duplicated and only partially in sync between those two applications.
- work on and resolve the backlog of issues and pull requests. The website has more than 500 open issues and more than 70 outstanding pull requests.
- create an environment that makes volunteer contribution easier, for instance, by improving documentation, helping with development setup, or better infrastructure for beta-testing.
