Bergen municipality intends to enter into a contract with Kantega AS for the procurement of a framework agreement for consultancy services for the management and development of the professional systems VAKO and Boinfo in Bergen municipality. Bergen municipality currently owns two self-developed trade systems that handle municipal fees for Bergen Vann and housing support and housing allocation at Boligetaten. The systems are operated by the municipality ́s internal operational supplier. The systems are built on the same technology and framework, but support different business needs. The framework agreement will include consultancy services for system development and consultancy services in the performance areas:1. Management support and stand-by.2. Maintenance and error recovery.3. Upgrading, further development, new services, integrations or functionality. The objective of the procurement is to ensure continued operation of the trade systems VAKO and Boinfo. The systems are owned by Bergen municipality, but there is a need for management and further development of the systems in line with other systems that the municipality has and the users ́needs for. This particularly applies to updating APIs and ensuring that the systems function properly. The procurement has an expected framework of NOK 7,100,000 excluding VAT, and a maximum limit of NOK 8,000,000 excluding VAT. The contract period is up to four years. A general description and technical description of VAKO and Boinfo are attached, see annexes 1, 2, 3 and 4 for further details on the description of VAKO and Boinfo. The descriptions show which systems and functions a tenderer must have competence in in order to provide the services that the contracting authority requires in this procurement. The contracting authority is not aware that there are several tenderers who can provide the services that the contracting authority needs. If there are objections to Bergen municipality ́s intention to enter into the agreement with Kantega AS, notification must be given within 10 days of the notice of intention notice.
