This procurement proposal specifically addresses the S3 NG-T Microwave Radiometer (MWR) Phase B2/C/D implementation within the overall S3 NG-T space segment procurement context. In this respect it is recalled that for the S3 NG-T space segment Phase B2/C/D implementation, an instrument first procurement approach is envisaged. In particular, the instruments Contractor(s) will be pre-selected and will then be identified as mandatory subcontractors in the subsequent Invitation to Tender (ITT) for the space segment Prime Contractor. For the Microwave Radiometer (MWR) instrument, the instrument Contractor will be preselected via an Open Invitation to Tender. The content of the selected proposal, as negotiated by ESA, will then be made available to the spacecraft Tenderers. Subsequently, the selection of the spacecraft Prime will take place via an Open Invitation to Tender, encompassing the complete Sentinel-3 NG-T space segment including the identified pre-selected MWR Instrument Contractor that shall be part of the resulting Industrial Consortium responsible for the S3 NG-T implementation. In the frame of the spacecraft Open ITT, the Tenderers will be required to perform the necessary due diligence during the bidding period to secure the full contractual responsibility throughout the Phase B2/C/D activities. The following contractual mandatory options apply: 1. the production and integration of the recurrent S3-NGT MWR model (FM2 or B-unit) 2. the inclusion of the 18GHz channel in S3-NGT MWR design baseline
