Public International Open competition in two phases: Phase A: call for expression of interest Phase B: Call For Binding Tenders for the lease of the right to explore and exploit mining minerals of the Greek state in part of 9.02 km2 of the public mining area of the island of Chios, Municipality of Chios, North Aegean region (hereinafter the tender).
After the completion of the first phase of the tender, the second phase of the tender will be followed by the candidates who will be pre-selected in the first phase (eligible Lessees) will submit binding offers following the invitation to submit binding offers (PIDP) that will be approved.
The present public mining site was exempted in favor of the state, according to N.D. 4433/1964, by Decision No. CFI rules of procedure 3539/19-3-87 (GOVERNMENT GAZETTE 210 / B / 1987).
The part to be rented of the IFRC of Chios, with a total area of 9,02 km2, has the following boundaries, the coordinates of which, in the EGSA’ 87 system are the following:

The above-mentioned right to explore and exploit mining minerals does not include minerals that have been exempted in favor of the Greek state, in accordance with the provisions of Article 143 of the mining code (N.D. 210/1973, GOVERNMENT GAZETTE A 277). Villages, settlements, buildings, facilities, infrastructure, areas of public, municipal or community roads and squares, the foreshore, the beach and other public areas and areas occupied by publicly used sites within which mining exploration is prohibited (article 18 mining code) are not subject to the lease. Also, the protection zone of the thermal spring of Agiasmata (Government Gazette 2973/B’/30.08.2017), as defined in the provisions of the relevant Water Basin Management Plan, in accordance with the Water Framework Directive and the provisions of the law, is not subject to the lease. 3498/2006 "development of thermal tourism and other provisions "(Government Gazette 230/a'/24.10.2006).
The general and specific conditions of Phase A of the competition are detailed in the attached call for expression of interest (Phase A of the competition) and its annexes and form an integral part of this decision.
The submission of the applications for expressions of interest (Phase A of the competition) will take place at the building of the Ministry of Environment and energy, General Secretariat for energy and mineral raw materials, Mesogeion 119, Athens, Office 356, 3rd floor, until Monday 10/3/2025 at 10.00 p.m.m. Any expression of interest letters submitted after this deadline will be rejected.
Summary of the first phase of the competition to be published in the local press and posted on the website of the Ministry of Environment and energy (www.ypen.gr). to be also posted in printed form on the bulletin board of the General Directorate of mineral raw materials, Mesogeion 119, Vol.K. 101 92 Athens.
Any issues not mentioned in this notice are regulated by the provisions of the mining code (N.D. 210/1973, Government Gazette a 277, as currently in force).
