Introduction
The Swedish National Council for Crime Prevention (the agency) intends to award a framework agreement through a negotiated procedure without prior publication, in accordance with Chapter 6, Section 14, Point 2 of the Swedish Public Procurement Act (LOU), as competition is absent for technical reasons and there is no reasonable alternative.
The agency informs about its intention through a notice in accordance with Chapter 10, Section 5 of the Swedish Public Procurement Act (LOU). The purpose of this notice is to provide transparency regarding the contracting authority's intention and to allow for any potential economic operators to submit observations before the contract is concluded.
The agency intends to sign the framework agreement with the Research Foundation of the City University of New York on behalf of the National Network for Safe Communities at John Jay College after the expiry of the voluntary standstill period of 10 days. The maximum value of the framework agreement is 5 000 000 SEK.
Background
Since 2021, the agency has been implementing the Group Violence Intervention (GVI) strategy in Sweden. The agency has worked with this strategy through two projects, providing local authorities and organisations with methodological support for realising the strategy. A critical component of this work involves receiving support from experts with substantial knowledge of the GVI strategy and proven experience in initiating, implementing and supporting both local and national actors in their effort to adopt and implement GVI.
The Framework Agreement
With the aim to further advance and implement the GVI strategy in Sweden, the agency intends to enter a framework agreement with the Research Foundation of the City University of New York on behalf of the National Network for Safe Communities at John Jay College (NNSC). The framework agreement will cover expert support for group violence intervention.
Given the highly specific nature of the GVI strategy, the agency has not been able to identify another suitable provider with the required level of knowledge and experience, to effectively support the sustainable implementation and scaling of the strategy in Sweden.
The NNSC responsibilities shall include the following:
• Provide strategic support to the GVI National Support Team (NST) in their advisory role for beneficiary GVI local sites.
• Deliver high-level workshops to the GVI NST on emerging challenges and targeted topics relevant to GVI in Sweden.
• Offer both virtual and in-person strategic support with regards to significant GVI events happening in Sweden.
• Facilitate access to GVI project management tools, specialized workshops, and webinars.
• Conduct local site visits including delivering training workshops on core GVI components.
• Provide high-level strategic guidance to the GVI NST in strengthening their role as leading experts of the national GVI implementation, and ensuring its long-term sustainability in Sweden.
