Nye Veier AS (Nye Veier) intends to make changes in contract with AF Gruppen Norway AS (AF Gruppen) for a design an build contract with the interaction phase for the development of E6 Roterud-Storhove.
Nye Veier entered into a contract in spring 2020 with the AF Group for a design and build contract with the interaction phase for the development of E6 Roterud-Storhove. The contract includes project development and development of approx. 23 km of complete four-lane motorway, with tunnels, bridges, three junctions and a number of minor constructions. The contract also includes the development of a complete zoning plan for decisions in the interaction phase.
The contract was signed after a negotiated procedure, where the contract value in 2019 was announced estimated to MNOK 4,700. including options. Adjusted in accordance with annual index regulations, the estimated announced contract value per quarter is MNOK 6,152. The Builder ́s budget price (BBP) was assessed and determined on the described scope of the contract, based on Nye Veier's solution proposal to MNOK 3,750. In the integrated interaction phase, the parties have agreed on reductions in work extent to a value of MNOK 162, which equivalently reduces BBP. Updated BBP adjusted in accordance with annual index regulations amounts to MNOK 4,746. in the fourth quarter of 2024.
A number of challenges have arisen in the interaction phase, which has led to expansions of the interaction phase and significant for fixed prices for the execution phase. This is due to, among other things, extensive political processes, especially as a result of the stretch of road crossing the nature reserve Lågen, new measures from the government and sharpened authority in the environmental area that have consequences for the zoning plan. This has also resulted in considerable delays in the project.
Based on this, a contract will now be signed for the execution phase with a fixed price of MNOK 6,350. This means an increase of MNOK 1,604 compared to index regulated BBP. The increase in the contract value is due, among other things, to changes that have been necessary due to unforeseen circumstances, additional deliveries and changes due to changed prerequisites.
