      Helse Bergen HF intends to enter into a procurement contract for the procurement of 5 real time PCR for the Microbiological Department at Haukeland University Hospital. The instruments shall be used for PCR based amplification and detection of nucleic acids with crossbreeding probes. The instruments shall be used for diagnosing the detection of respiratory pathogenic bacteria and viruses. The procurement agreement also includes options. A framework agreement shall also be signed for instrument dependent consumables. Justification for a direct procurement: The Microbiological Department at Helse Bergen HF uses PCR diagnostics for detecting respiratory pathogenic bacteria and viruses. This is a large volume analysis that is run on an automated, module based, fully integrated commercial platform (FLOW; Roche Diagnostics Norway AS). In this platform, pipetting robots, extractors and PCR instruments are connected with a middleware that ensures communication and transmission of sample data between the instruments in the system, as well as two-way communication with the laboratory data system. Due to a large and unexpected increase in the amount of airway samples to the laboratory in autumn 2024 and winter 2025, the department now has an acute need to expand the capacity of the FLOW system in order to be able to analyse received samples within the expected response time (24-48 hours). Currently, the number of PCR instruments available is the limiting factor in the capacity of the FLOW system. In order to take away from the sudden and unexpected increase in airway samples and maintain medically reliable response times, the department will procure a further 5 PCR instruments so that the total number of PCR instruments connected to the FLOW system increases from 10 to 15. In order for the department to maintain the total system where the PCR instruments communicate with the rest of the analysis platform, only LightCycler from Roche Diagnostics can be used. This communication is decisive for the flow of analyses in the laboratory and to prevent sample bans and ensure patient safety. Based on this, Helse Bergen HF intends to enter into an agreement with Roche Diagnostics, cf. the Public Procurement Regulations § 13-4 letter b.Deadline for objection: 02.03.2025. The contract will be signed after this date.
