      The annual party meetings under the Climate Convention, the Paris Agreement and the Kyoto Protocol, called the COP, are held in Brazil from November 10 to November 21, 2025. Norway have a strong position in the climate negotiations and actively participate in many tracks. Norway's participation is a high political priority, and the climate and environment minister always participates under the high-level part. This year's party meeting, COP 30, is added to Belém in Brazil, a city of about 1.2 million inhabitants. The aim of the procurement is to ensure overnight possibilities with eating for representatives who mainly come from the ministries, the Norwegian Environment Agency, the Embassy in Brasilia, the Norwegian Parliament, the National Council of Norway ́s children and youth organisations as well as the Children's Climate Panel (participants included in KLD ́s booking of accommodation at COP 30.) There is a need for a minimum of 30 single rooms and one double room in the period from 8 - 22 November, as well as three triple rooms or alternative residential solutions for a total of 9 people (3 adults and 6 children) in the period from 15 - 21 November (the main service). A minimum of breakfast for up to 40 persons must be offered. As an additional service there may be a need for 10 rooms already from 5 November. We envisage that overnight stays with dining can be taken care of by ships. Tenderers shall confirm to the Customer that the agreed capacity is available in Belém at the latest two days before the Contracting Authority needs accommodation. It is crucial that the tender fulfils the necessary requirements for security, comfort and reasonable proximity to the conference location within an acceptable cost limit. If the ship has to be anchored outside Belém, the tenderer must provide a tender boat. The tender must also take care of climate and environmental considerations. It is an advantage if the tender also includes meeting rooms. The estimated value of the procurement is from NOK 2.5 million excluding VAT to NOK 7.5 million excluding VAT. The estimate is not binding for the contracting authority, but we expect a price within the acceptable limits. See annex 1 of the contract and the reservations in the tender documentation point 1.3 for further details.
