This project will encompass activities for further establishment and enhance functionality of a comprehensive monitoring system and implementation of methodology and tools for assessment of effectiveness and efficiency of social services (all types) at central, local and at the level of service providers. It will build on the basic elements and architecture of a Monitoring and Evaluation System designed in line with the Law on Social Protection under IPA II programme and project “Supporting modernization and deinstitutionalization of social services”. Technical assistance will be provided with the institutional setup of a body that will be in charge for monitoring and quality assurance. Additionally, the support will be provided for review of the licensing system and its upgrading.
