      The Kemi-Tornionlaakso Education Consortium Lappia, Lappia Vocational College and the Louhi Lappia investment project are putting out a tender for simulator procurements in accordance with teh project plan Work Package 1. With this request for quotation, we are requesting to offer mining simulators according to work package 1 of the Louhi Lappia investment project. A quotation is requested separately for the following simulators or integrable simulator solutions as well as drilling and reinforcement design software or their licenses for at least the next five years after the end of the project on 30 June 2027 (starting 30 June 2027 until at least 29 June 2032). WORK PACKAGE 1. Description: The use of the learning environment, the necessary equipment and the virtuality of the environment (e.g. VR, simulators, 3D 360° virtual environment). Learning environments for mining, enrichment and the use of machines are implemented and piloted. The learning environments will be built from simulators and software that utilize new digital and environmentally friendly technology, as well as maintenance machines and equipment. The project builds learning environments, pilots them and creates the necessary documents. The bidder may submit a bid for one or more of the simulation solutions below, but in principle, bids are requested for all of the following separately: Part 1. Tunnel excavation Part 2. Production excavation (underground and open pit work) Part 3. Reinforcement work Part 4. Loading work (underground) Bidders may submit bids for one, more or all lots. Parallel, conditional or counter-bids will not be accepted. Bidders will not be paid any compensation for participating in the tender or submitting a bid. It is considered an advantage if the simulator software and hardware are so-called modular and expandable with new scenarios and “machines”. This supports the development of the learning environment according to a long-term plan and with updated scenarios. The simulator must support educational use at different skill levels, from basic education to advanced exercises. It is considered an advantage if the simulation exercise can progress from basic training to more demanding tasks, and that the next level requires mastery of the lower level performance. The simulators/simulator system must closely match the actual machines and their control systems used in Nordic countries, such as in mines in Finland and/or Sweden, to ensure that the teaching environment is as realistic as possible and corresponds to real mining work. The simulator system (parts 1-4) can be either with a cabin or a so-called desktop model without a cabin. The completed system must represent the latest and most modern technology commonly used in mines or other excavation sites in Finland and Sweden. This ensures that the teaching environment provides realistic teaching situations, adding value to students, teaching staff, and mining companies, which will benefit from new skilled workers produced by this project. It is considered an advantage if the simulation can also practice work methods and techniques that are reasonably expected to be in use in the future, and prepare for the future technological environment. Such themes include remote control and autonomous operating methods. The supplier of the simulator must offer training for its use and maintenance. Software updates and extensions must be available for at least 5 years. The availability of spare parts and maintenance must be ensured to guarantee long-term use. Liability for defects is in accordance with current legislation. The project requires the use of the acquired equipment for at least 5 years, so the warranty period is considered a key procurement criterion.
