Novari IKS intends to enter into a contract with Sogelink Norway AS for the procurement of focus area plan and Focus Land acquisition software, including defined options. The procurement is being made on behalf of the counties, except Oslo, and is assessed to fulfil the terms for direct procurement in accordance with the public procurement regulations § 13-4 letter b) nos. 2 and 3, as competition is considered impossible for technical reasons and because there is only one tenderer in the market who can offer the necessary functionality for our purpose.
