II.1.4) Trumpas aprašymas:
The Sentinel-3 Next Generation Topography Phases B2/C/D/E1, subject of this procurement, will guarantee the continuity of the Sentinel-3 first generation mission products.
S3 NG-T space segment features a constellation of two identical satellites (A- and B-units) flying in a 817 km, sun-synchronous dawn-dusk orbit, following the same ground track pattern as the Sentinel-3 first generation.
Each satellite will embark a nadir altimeter, Poseidon-5 (POS-5), a Swath Altimeter for
Operational Oceanography and Hydrology (SAOOH), and a multi-beam, multi-channels microwave radiometer (MWR).
POS-5 is an evolution of the Ku- and C-band Poseidon-4 nadir altimeter embarked on-board Sentinel-6, that has demonstrated a breakthrough in performance in comparison with that of the Sentinel-3 first generation in terms of noise and stability performances, and takes into account the architectural development of the CRISTAL altimeter.
SAOOH provides topographic measurements with shallow angle interferometric SAR Kaband altimetry.
The MWR supports both altimeters with wet tropospheric corrections with three beams covering the nadir and the two lateral swath surfaces. The high frequency channels allow to improve the corrections in the coastal areas, as demonstrated by the Sentinel-6 mission, that will also benefit other geophysical parameter retrieval such as sea-ice thickness, classification and snow related parameters.
The subject procurement covers all spacecraft development phases (B2/C/D/E1) of the complete S3 NG-T Model A Spacecraft (i.e. including all Payload instruments and Spacecraft sub systems), and the Model B Spacecraft through a contractual mandatory option. The procurement will be arranged in two Contractual Phases as follows: Phase 1 will include (i) all Spacecraft activities, including the System Requirements Review (SRR), up to and including the Satellite Preliminary Design Review (PDR), (ii) all Payload Instruments activities up to and including Instruments Preliminary Design Reviews (PDR), and Instruments Critical Design Reviews, (CDR), (iii) the procurement of relevant long lead Items (LLI) for both Sentinel-3 NG-T Model A and Model B Spacecraft; Phase 2 will include all remaining Spacecraft and Instrument activities up to and including the Model A Spacecraft Qualification and Flight Acceptance Review (QAR). Phase 2 will be authorised upon successful completion of the Satellite PDR, while any remaining activities of the Phase 1 will proceed in parallel. The subject procurement covers all spacecraft development phases (B2/C/D/E1) of the complete Sentinel-3 NG-T Model A Spacecraft (i.e. including all Payload instruments and Spacecraft sub-systems), and the Model B Spacecraft through a contractual mandatory option. The Model A Spacecraft Phase E1 activities will also be implemented as an option in the
contract.
The following contractual mandatory options apply:
1. The Phase E1 of the first Spacecraft (i.e. PFM),
2. The manufacturing, assembly, integration and test (MAIT) of the recurrent spacecraft Flight Model (FM2) up to the confirmation of acceptance by the Agency, achieved at the corresponding Flight Acceptance Review (FAR);
Additional information:
The Invitation to Tender (ITT) will be published on ESA Star. In order to access the ITT Package, Tenderers must be registered in esa-star as potential ESA suppliers. Any Tenderer, which is not yet registered with ESA as a potential supplier, must complete the online questionnaire in esa-star, https://esastar-emr.sso.esa.int/.
Further information on the registration process can be found in ESA’s INDUSTRY PORTAL available at:
- http://www.esa.int/About_Us/Business_with_ESA/esa-star_open_for_business
- http://www.esa.int/About_Us/Business_with_ESA/How_to_do/esa-star_Registration_Process
Please note that esa-star allows two levels of entity registration: “Light” and “Full”. This allows new users wishing to do business with ESA to carry out their registration in two steps. While “Light” registration will grant access to all esa-star services up to and including proposal submission, the award of ESA contracts requires “Full” registration.
