      NAV Sarpsborg needs to procure a new professional system for social services. As a part of the process, Sarpsborg municipality wants one-to-one market dialogue (RFI) before the preparation of the requirement specifications. The market dialogue will be used for the development of any requirement specifications. Nav Sarpsborg is seeking an overall professional system that supports case processing within social services, the qualification programme (KVP), financial advice, management, loan modules, refunds and the introduction programme. The system must handle the entire case handling process - from receipt to archiving - and offer flexible reporting options. It is important that the system supports automation, digital interaction with external actors and has good role and access management. The system must be flexible and adapted to local needs, with support for change wishes and further development. The municipality requires that tenderers have experience with equivalent assignments. Sarpsborg municipality would like the tenderers to describe how their system functions and whether they can be delivered for all or parts of the disciplines. The individual supplier dialogues are planned to be carried out in week 36. The dialogues will last for approx. 2 hours and will take place in Teams, in Norwegian. After the dialogue, the contracting authority would like each individual tenderer to send a written, detailed response/summary of the points that have been reviewed. After the registration deadline has expired, each relevant supplier will get feedback on the exact time of the dialogue. The deadline for asking questions to the contracting authority prior to the dialogue is 20.08.2025,000, 12:00, but due to staff holidays questions will not be answered in the period weeks 28-31.
