Novari IKS intends, on behalf of the counties that want, to enter into a framework agreement with Volue Technology AS for the delivery of software for follow-up and updating of the map basis in NVDB (National Road Data Bank) and SFKB (Central Common Map Database). The counties consider Volue Technology AS to be the only supplier who can offer a comprehensive system - with product, functionality and competence - that is fully adapted to this type of follow-up. Particular emphasis will be put on the contractors already using Gemini Terrain as a tool for delivering models of ready built measures. These models form the basis for further updating of the national map databases. The counties need support systems for road administration for county roads. New road projects are designed by the counties themselves, or they will be designed by an executing engineering design organisation on behalf of the counties. The project models (BIM models) will then be a part of the tender documentation that describes what shall be built or renovated. The executing contractor uses these models and takes these into their system for machine management and development control. Gemini Terrain is currently a de facto standard among contractors who operate in the Norwegian market. The models in Gemini Terrain will be updated from original models in the tender documentation during the development phase, in relation to what is actually being built. During the development and after the development, the counties are imposed by national requirements from the Norwegian Public Roads Administration and The Norwegian Mapping Authority to update NVDB and SFKB. The counties receive the prepared models in Gemini Terrain from contractors and use Gemini Terrain to control data from contractors that the county forwards to Statens Kartverk and Statens Vegvesen. Models and other basis from the contractors are to be sent to the counties for inspections and further delivery to NVDB and SFKB. It is very important that the county is able to read and interpret the data in the same way as the contractor, so that no information is lost. It is decisive that the county ́s tool is able to carry out the same calculations and analyses as the executing contractor for following up the progress and quality of the project.
