The overall objective of the project, of which this TA contract will be a part, is to provide social housing for the permanent accommodation of persons displaced by the conflict in the former Yugoslavia during the 1990s and other socially vulnerable people who are currently accommodated in the remaining collective centres and alternative accommodation in the Federation of Bosnia and Hercegovina & Herzegovina. The purposes of this TA contract are summarised as follows:
• Verify the needs underpinning the proposed project and assess the legal, strategic and regulatory framework to implement the project. This shall include an evaluation of the organizational framework under which the project will be implemented
• Carry out an appraisal of the suitability and capacity of the proposed project locations, including physical dimensions, legal title, infrastructure, public services, amenities and accessibility, etc.
• Assess the possible project risks including environmental, social, climate and financial, etc. during both the construction and facilitate early phase stakeholder engagement
• Define the project scope (including cost estimate, construction/reconstruction ratio, no. of housing units) and project implementation plan to include detailed timeline, procurement strategy, any necessary promoter capacity development/enhancement and a preliminary operation and management plan.
• Prepare the framework for project implementation including design documentation, based on the procurement strategy to be proposed.
