DSB would like to provide helicopter stand-by to support the fire service in forest fires and other thicket and heather fires, as well as other fires and events such as extreme weather throughout the Norway. The emergency helicopter (one or more) shall mainly be used for extinguishing fires when inputs with large amounts of water are required or the fire is difficult to access for the fire and rescue service.
The forest fire helicopter service shall primarily ensure efficient and rapid effort in areas where there is the greatest potential for large or critical fires. The helicopter shall also be able to be used as a transport unit for material and crews that shall be used for ground efforts, such as an observation platform for the chief fire officer or his deputy, communication centre for extinguishing operations and by extinguishing large fires and other extensive or particularly complicated events.
The forest fire helicopter service means that a helicopter shall function as a stand-by helicopter and be stationed at the base/bases determined by the DSB and operative within certain deadlines. The other helicopter is seen as a back-up helicopter to ensure stand-by if the emergency helicopter is out of order. In order to ensure the service as a whole and ensure access to several helicopters, the tenderer shall prioritise the necessary helicopters for action and be on extra stand-by guard if there is a need from both their own fleet and other companies.
DSB would also like the contract to be used in special cases outside of Norway when needed in other countries.
DSB would like input on the available lifting capacity, the number of helicopters in the market and the base and coverage map. Furthermore, it is important to get information on there are agreements with others that make it difficult for companies to provide their entire fleet for forest fire extinguishing. It is also important for the service that resources can be provided across companies and whether there are limitations to making efforts in countries other than Norway.
before the implementation of the new procurement process that is planned to be announced in the last quarter of 2025, DSB would like to hold a digital supplier conference in order to get input from suppliers in the market. The conference will be held on Teams 16 September 2025, 12:00 - 14:00, and it is open to all interested suppliers in the market.
Registration for the conference shall be sent to the liv.riseth@dsb.no with a copy to the heidi.lofqvist@dsb.no. by 12 September 2025. After receipt of registration, tenderers will be sent a link to Teams.
