      Statens pensjonskasse (SPK) would like, via this market survey, to gain knowledge of potential tenderers in the market for assistance with credit processing mortgage applications. SPK would like to identify potential suppliers and receive input on how the service can be provided. SPK offers mortgage loans to members of our pension fund. Demand for this product varies over time based on parameters such as interest rate level etc. In order to better manage the variation in our workload, we need to establish a collaboration with an external service provider for assistance with processing loan applications. The tenderer will assist SPK with processing loan applications in connection with changes in volume in order to ensure sufficient capacity so that the applications are processed within our target requirements. The assistance primarily includes applications for refinancing mortgages and applications for loans for the renovation of housing. All loans are secured with a mortgage in real estate. The volumes for the need for assistance vary from year to year, with a rough volume estimate of approx. 1,000 to 10,000 cases per annum. However, we would like to point out that volumes can at times be higher than this. As the demand for our loan product varies so much, it is difficult to say anything about expected future assistance. The financial extent has been up to NOK 20 million per annum including VAT. In 2025 the number of loan applications handled by our former supplier in recent years is approx. 1,100 cases, in 2024 approx. 11,100 cases, 2023 approx. 9,500 cases, 2022 approx. 3,900 cases, 2021 approx. 1600 cases. SpK would like, via this survey, to map out possible suppliers who can offer such a service. We will use the information in the responses for a future procurement of such a service, as well as to get a basis for budgeting for a possible procurement. Description of the assignment: The tenderer has the capacity to handle SPK's need for assistance that cannot be covered by their own manpower. The tenderer has flexibility to quickly adapt to the needs of commitment on the client side - both up-and-down scaling of the number of cases. The tenderer ́s personnel sit in the tenderer ́s own premises and use SPK ́s existing system systems through a virtual client. The tenderer's personnel have the necessary professional competence for processing applications for mortgage loans with a mortgage in real estate. The tenderer ́s consultants will act as executive officers on behalf of SPK. The tenderer processes loan applications in accordance with SPK's guidelines and routines and to an extent that is continually agreed with SPK. SPK will provide the necessary training of the tenderer's executive officers for the assignment. The main assignments will be assessment of loan applications in accordance with SPK's guidelines, granting or denying application for mortgage loans, establishing loans with mortgage security in housing and preparing loans for payment. The tenderer has customer contact with the loan applicant in connection with the processing. Tenderers manage their own task solving and report results to SPK. The tenderer's commitment and results will be based on an agreed service level (SLA). We would like service providers who can provide such a service to respond to this market survey. We would like tenderers to describe their services/systems in relation to the described needs. We would like tenderers to account for relevant experience and the organisation ́s professional competence. Furthermore, we would like tenderers to provide information on the price model and price level, as well as a description of the service level (SLA). Attention is defined as having a dialogue with suppliers who register for all relevant topics to prepare for our procurement. If there is only one supplier signing up, we will assume that there is a single supplier situation in the market. We will then proceed with possible direct procurement of the service without a competition notice. There is no template for replying, the tenderer is free to design their response. The response deadline for the survey is 17.11.2025, 12:00.
