      Bjørnafjorden will have more elderly people and other user groups with a need for welfare services. This is documented in a needs analysis and various planning documents. These challenges cannot be solved with the current housing and service structure. More of the target groups must be offered good and economically viable housing in the central areas, where they can receive round-the-clock care services and activity offers. With this as a background, the goal is initially to establish approx. 50-70 care homes in Osøyro and approx. 10-20 in Eikelandsosen by approx. 2030. These are homes for persons with the right to round-the-clock care from the health and welfare services in the municipality. The homes must have common areas with a day and activity center and a staff base, cf. the guidelines of Husbanken (the Housing Bank) and Skatteetaten (the Tax Administration). The homes must meet the conditions of Husbanken and Skatteetaten for this type of home, and satisfy the criteria for investment subsidies and VAT compensation. Further development of care homes in the center areas is planned until 2040. The municipality would therefore also want to have a dialogue with other interested parties who have plans for development in the longer term. Care homes can also be part of larger housing projects. The homes shall be located in the central area with walking distance to shops and other services. The Centre is here defined for Osøyro within the Osøyro area plan, while for Eikelandsosen it is within the area between Fusavegen and Holmefjordvegen, down towards the fjord. The municipality may sell lots in areas that can be used for care homes. The municipality shall not build, own or operate the care homes, but will enter into a contract with parties who are responsible for this where the municipality is obliged to rent them for at least 30 years for sublease to users. The municipality will be responsible for the health and care services in the homes. The purpose of the market dialogue is to get in contact with parties who are interested in implementing the project in Osøyro and/or Eikelandsosen, and to ensure good and long-term solutions for future residents. The municipality wants to get the work started quickly, and therefore asks interested parties to contact us, preferably before 30.11.2025 to ensure the necessary progress in the process. The municipality will continuously engage in dialogue with parties that express their interest.
