      The procurement shall be made in accordance with the Public Procurement Act of 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-974 parts I and part III (above the EEA threshold value). The contract will be awarded in accordance with the restricted tender procedure, cf. FOA § 13-1(1). This means that the competition will start with a qualification phase (Stage 1), where only tenderers who fulfil the qualification requirements and are invited to submit a tender offer (Stage 2). Note that different documents shall be submitted at the different phases (steps 1 and 2) of the competition. The contracting authority plans to invite a maximum of five tenderers to submit a tender per lot. If more than five qualified tenderers submit requests for participation in the competition, the contracting authority will choose among these tenderers on the basis of the selection criteria in point 9.1, and fewer if there are not a sufficient number of tenderers. All invited tenderers will have their tenders evaluated. Negotiations are not allowed, and tenders cannot be amended after the tender deadline. The procurement is divided into two separate sub-contracts. Tenderers can choose to submit a tender for one or both sub-contracts. The contracting authority would like to enter into parallel framework agreements with up to three (3) tenderers per sub-contract, provided that sufficient tenders are available.
