Bærum municipality Water and Sewage has chosen to enter into a contract with Rosim AS for further work on maintenance and calibration of the sewage model. The reason is as follows: In 2015 Rosim has established a complete sewage model that includes the municipality ́s sewage and surface water pipelines, as well as overflows and pumping stations. After announced a competition in 2016, a framework agreement was signed for continuous work on calibration, improvement and updating of the model with Rosim. After the announced competition in 2021, Bærum, Asker and Drammen municipalities entered into a joint framework agreement with Rosim for modelling services and the hire of water flow meters. The framework agreement originally had a duration of two years from 06.03.2021, with an option for an extension one year at a time. Three options were activated, so that the current contract expires in March 2026. The municipality ́s sewage model is administered in an information ecosystem developed for handling and use of a large number of models. The system has been specially developed over time and there is no equivalent system in the market. It would therefore not be appropriate for Bærum municipality to re-develop such a system. Rosim has developed and adapted the information ecosystem and is the only actor in the market with the necessary competence. A supplier exchange would require the replacement of the information ecosystem, which Water and Sewage has assessed as inappropriate and billable. This would lead to considerable resource need, high investment costs, long implementation time and a long period without a functioning system.
