Statistics Finland invites you to participate in a market dialogue concerning a potential procurement of a data collection tool for survey purposes.
Our objective is to identify Commercial-Off-the-Shelf (COTS) solutions, meaning pre-built, ready-to-use software or hardware products that are commercially available to the public, across the EU that support multi-mode data collection from population and organisations. The required survey modes are CAWI (web questionnaires), CATI (telephone interviews), CAPI (personal interviews) and PAPI (paper questionnaires), and data collections range from single-mode to various multi-mode combinations.
The minimum requirements for the solution are presented in Annex 2: List of Requirements.
The questions for the dialogue are presented in Annex 3: Response Form.
We encourage suppliers interested in the procurement to actively participate and to provide comprehensive and high-quality responses.
The objective is to assess whether there are solutions on the market that enable collecting data from individuals and organisations via questionnaires and interviews according to the minimum requirements listed in Annex 2.
The questions for the market dialogue are presented in Annex 3: Response Form. Please provide your answers in the designated response fields in the form.
Suppliers are requested to address the questions of the market dialogue only by responding to the questions listed in Annex 3: Response Form. Please ensure that you use the response fields provided in the form, as the response column will be transferred as such into the contracting authority’s internal summary table.
The completed response form must be submitted to Supplier Portal no later than 6 January 2026.
