This is a VEAT notice to indicate that the HSE intends utilize EU public procurement directive Art 32.2(b) (iii) negotiated procedure without prior publication in the following case. (B) Where works, supplies or services can be supplied only by a particular economic operator for any of the following reasons: (iii) competition is absent for technical reasons. This notice is to indicate that the HSE intends to contract with UCL Consultants Limited.
The HSE mid-west region are seeking to award a contract to University College London Institute of Health Equity (IHE) to conduct a review of the region to highlight inequalities; their underlying causes; to engage with both health and partner organisations; identify plans and actions already in place to address inequalities; identify gaps with a view to recommending ways to achieve positive change throughout the Region.
This project aims to improve the lives of residents and reduce health inequalities using a social determinants of health approach. This will facilitate joined up action and sustained change following the establishment of the first interagency group to address health inequalities in the Mid-West Region. The initial focus will be in Community Health Network (CHN) 7 - South Limerick City and CHN 8 – North Limerick City. The preliminary focus will be on children and young people. However, they are keen to deliver a region- wide report focussing more broadly on all the Marmot Principles across the region.
This VEAT notice is subject to a 2 weeks standstill period after which contract execution will occur.
