Intention notice - planned direct procurement from Namdal Ressurs AS Contracting Authority: BIR Husholdning AS The contracting authority hereby informs about the intention to enter into a contract without a competition with Namdal Ressurs AS, cf. the Public Procurement Regulations § 13-4 letter b no. 2. The provision allows for a direct procurement when competition is impossible for technical reasons and when there are no reasonable alternatives. 1. Justification for a direct procurement The contracting authority has carried out a market survey in accordance with PPR § 12-1 and assessed available products and suppliers. The survey shows that the planned product - a specially developed watertight washing addition with an integrated compressor and advanced washing facility adapted to bottom emptying waste systems - is only offered by Namdal Ressurs AS. The delivery requires a combination of technical systems that the Contracting Authority considers that no other actors can deliver equivalently. There are, thus, no real or reasonable alternative suppliers, and it is impossible, according to the Contracting Authority, to establish an efficient competition, cf. the Public Procurement Regulations § 13-4 letter b no. 2. 2. Description of the planned delivery. The contracting authority plans to procure the following product: The washing addition with compressor - product specifications. A watertight one chamber washing addition on a hook frame (SS2031) developed for handling, compressing and cleaning bottom emptying waste systems. The extension combines industrial compressors, water systems and internal washing facilities in one integrated unit. The system includes: • Compressor with front mounted downchutes. • Integrated washing system with rotating internal nozzles, wastewater collection in a separate tank, two high pressure flushing systems and option for hot water. • Insulated water tank with electric heating and centre mounted waste water tank for optimum weight distribution. • Winter adaptation, including frost protection, simple tapping and operation both with and without water. • Hydraulic system with simple drainage, closing crane and back mounted oil/power connections. • Recessing of a roof for a centric crane mount, as well as a safety device for transport. 3. Deadline for objections The contracting authority will not enter into a contract until 11 days from the day after publication of this intention notice, cf. the Public Procurement Regulations § 25-2 on the stand-by period (Part III). Tenderers who believe that the terms in PPR § 13-4 letter b no. 2 are not met, can submit a justified objection by the deadline.
