      The Contracting Authority hereby invites you to submit a Request for Participation in tendering procedure no. <…> for: The Delivery of seven (7) Mobile X-Ray systems including other associated goods and services. The tender includes an Intermediate Level Maintenance (ILM) and Depot Level Maintenance (DLM) Maintenance Agreement for seven (7) years, with an option clause for extension for two (2) times one (1) year. The tendering procedure will be conducted as a Restricted Procedure pursuant to the Dutch Defence and Security Procurement Act (ADV). All qualifying Candidates will proceed to the second stage − the award stage. This includes a submission of the actual tender proposals. The procedure will be conducted fully electronically via the Mercell Source-to-Contract online tendering platform (Mercell). Further information about the use of Mercell is available here>. 1.1 Description of the Contract The Special Operating Forces (SOF) are supported by dedicated SOF Explosive Ordinance Disposal (EOD) teams to counter any threat of explosives. These special operations can be conducted in the full spectrum of a conflict, from competition to armed conflict and in every kind of appearance (overt, covert or clandestine). The SOF EOD team or single operator is responsible to deal with all explosive threats which could risk the mission. The main threat is in the form of Improvised Explosive Devices (IEDs). The operator should be able to render safe any IEDs or other explosives encountered so the mission can continue. For this purpose, X-ray imaging is a critical piece of equipment for Improvised Explosive Device Disposal (IEDD) operations. The Dutch Ministry of Defence currently uses an X-Ray system to examine explosive threats encountered during missions. However, these systems are considered too bulky and elaborate to be carried and used by one operator during these specific SOF missions. Therefore, new systems are needed that are small, lightweight and easy to use by a single person. 1.1.1 Contracting Authority The contracting authority is the Materiel and IT Command of the Ministry of Defence, the Netherlands. The Materiel and IT Command ensures that military personnel have modern, robust and safe materiel and IT to work with. For this purpose the Material and IT Command is involved in the procurement, maintenance and sales of materiel and IT. After procurement, the Materiel and IT Command hands over the purchased materiel to the relevant armed forces, which is then responsible for its sustainment. The logistics divisions of the relevant armed forces then ensures maintenance and further distribution of the material. Further information about the Ministry of Defence and the Materiel and IT Command may be found on the website https://english.defensie.nl/organisation/materiel-and-it-command. 1.1.2 Scope of the Contract The following deliverables are within the scope of the Contract: One (1) Delivery Agreement, including: - The delivery of 7 mobile x-ray systems including all of the associated applicable equipment; - Software and updates for software during the entire ELOT (7 years); - Initial Spare Parts Package (ISPP) for Organic Level Maintenance (OLM) for 3 years - Special tools and test equipment (ST&TE), if applicable; - Train the trainer courses for usage and OLM maintenance of the system; - SAP article data; - Operator documentation; - OLM maintenance documentation; One (1) maintenance framework agreement will be concluded for seven (7) years with the option to extend for two (2) times, one (1) year. The deliverables include: - Train the trainer course for ILM and DLM preventive maintenance; - Corrective maintenance - Train the trainer courses for user and OLM preventive maintenance; - OLM spare parts and special test equipment Both Agreements will be signed at the same time with the one Candidate which is awarded both Agreements. For reasons such as operational demands, expansion plans of the armed forces, missions, or heightened tensions, options may be invoked and the MOD may be willing to be able to perform preventive ILM and DLM maintenance activities themselves. To formalize this flexibility, the draft delivery agreement will include an option clause, including seven (7) extra systems (Annex 1a). The draft maintenance agreement will include an option clause, including DLM and ILM preventive maintenance courses (Annex 1b).
