In autumn 2024, the municipal councils in Gjøvik, Vestre Toten and Østre Toten decided to start a process to consider merging the mentioned municipalities from 1 January 2028. An intention agreement shall be negotiated for treatment in the municipal councils by 19 February 2026. If the municipal councils in the three municipalities approve the negotiated intention agreement, an advisory referendum shall be held in the three municipalities. Any. A referendum is planned to be held in the period Wednesday 22 April 2026, 10:00 - Wednesday 29 April 2026, 10:00. If, for the sake of further proceedings, it is possible to postpone the popular vote, it may be necessary to hold the referendum in the period Tuesday 5 May 2026, 10:00 - Tuesday 12 May 2026, 10.00. There are approx. 55,000 voting in the three municipalities. The referendum shall be held with voting rights rules that, during municipal elections, however, the lower age limit is set to reach the age of 16 during 2026. Voters who are voting but who have fallen out of the number will, upon request, be introduced into the number of men and given the opportunity to vote. Turnout and results shall be delivered in Excel with a total turnout and result for the three municipalities, as well as turnout and results for each of the three municipalities. The assignment ́s activities are described in the contracting authority ́s project and progress plan. The plan is not out-emptying and the tenderer is, in cooperation with the contracting authority, responsible for ensuring that the necessary activities are carried out in order to ensure free and secret choice with the correct election result. The tenderer shall provide support to the contracting authority on weekdays from 08:00 - 16:00 from when the contract is signed until the project plan ́s activities have been carried out.    The contracting authority, Gjøvik, Vestre Toten and Østre Toten, intends to enter into a contract with NVTC (New Voting Technology Consulting), without a prior competition for procuring an electronic voting system with an option for a paper voting in parallel, where paper voting cancels any. electronic voting. This choice is based on market surveys that suggest that there are no other tenderers with a complete system that covers the contracting authority ́s needs. Requirements for a cloud based system: The system shall be available 24/7 in the election period. The system shall safeguard relevant authority requirements including the Election Act, the Election Regulations, the Public Administration Act, the Personal Data Act, the Regulation on universal design of information and communication technological (ICT) systems and the Election Directorate's security supervisor. The list is not exhaustive. The tenderer has an independent responsibility to ensure that the system fulfils other relevant laws, regulations and recommendations. All documentation and dialogue shall be in Norwegian. If the documentation is in English, the tenderer shall be able to help translation to Norwegian. The system shall have functionality that allows information to be sent out, including a link to signing in to the voice system via SMS or in another way, if requested by the contracting authority.   The system shall be usable on all digital platforms such as PCs, Macs, tablets and smartphones and it shall be compatible with the most used browsers in the market.    The system shall have authentication and login via the ID-port and secure mechanisms such as BankID and MinID.   The solution shall be set up with one question with several answer alternatives, of which the selector can choose one of the answer alternatives. The voter shall receive notification/receipt with the date and time when the vote has been submitted.   If the voter votes electronically several times, the last cast vote should be counting. Any. voting submitted on paper shall cancel any. voting is electronically submitted.   A description shall be described how voters who have fallen out of the number, but who have the right to vote, are introduced into male numbers and awarded the right to vote.   A report with an overview of participation in the elections combined for the three municipalities as well as for each of the three municipalities shall be delivered daily in the election period.  This shall be delivered as soon as possible, but at the latest 24 hours after the election period has ended. The estimated contract value is NOK 1,000,000. Planned contract signing: If there are no objections within 10 days from publication of this notice, the contracting authority will enter into a contract with the above mentioned tenderer, at the earliest from 20 February 2026. Any objections to signing the contract without a competition must be submitted in writing and the contracting authority will be available within 10 days from publication.
