Background Eidsvoll municipality has a continual need for professional winter operations and spring sweeping in order to ensure safe and accessible transport to municipal buildings and municipal residences throughout the winter and during transition periods. The objective of the procurement is to ensure continuity and high quality in the execution of snow clearing, gritting, removal of snow and spring sweeping, as well as safeguarding the requirements for universal design, environment and safety. The delivery shall cover a multitude of municipal premises, including purpose-built buildings such as schools, nurseries and nursing homes, as well as municipal residences, where prioritising availability is central. Tenderers must have relevant competence, necessary certifications, courses and insurances in order to carry out the described assignments. An active cooperation between the municipality and the supplier is also expected to further develop methods, equipment and work execution. The procurement shall ensure that the municipality has sufficient stand-by and capacity for ordinary and extraordinary weather events, as well as good coordination with other services and suppliers. Description The procurement includes the execution of winter operation and snow clearing services as well as spring sweeping of municipal space areas in accordance with the stated route lists and the attached maps. The delivery shall include planned snow clearing suitable surfaces and conditions, mechanical and hand-wise gritting, removal and proper disposal of snow when necessary, as well as sweeping and clearing after the winter season. Tenderers are required to have the necessary equipment and manpower at their disposal to handle both ordinary assignments and extraordinary weather conditions, as well as the tenderer having a duty scheme/stand-by that ensures a quick response time when calling out. The work shall be carried out in accordance with prioritising criteria where buildings with many users and users with reduced functional ability are prioritised, and tenderers shall be able to present snow clearing and gritting routes on request. It is particularly important to calculate opening hours for schools and nurseries. Gritting material and necessary materials shall be costly by the supplier and used in a way that reduces intrusion into the building body and unnecessarily spreading to sensitive areas such as artificial grass fields. Sweeping shall be carried out with collection equipment and collected material shall be removed and deposited in accordance with the current regulations. The tenderer is required to report work performed and that shall be enclosed with each invoice, with separate invoices per business location that are marked with the specified identification numbers. The tenderer is required to control, notify and rectify damage to their own routes, have insurance that covers the contract's work assignments and reports other operational needs on the municipality's road network. The work shall be carried out in a way that ensures traffic safety and universal design, including considerations to users with function disabilities. Tenderers shall coordinate their services with other tenderers and the municipality ́s technicians and shall not carry out work on entities in operation without a prior agreement with a responsible operating technician. Quality assurance, environmental considerations and quick handling of deviations are a part of the delivery. The tenderer is expected to work actively with the development of execution methods, equipment and choice of materials to ensure effective and gentle execution of the services. The procurement ́s value is estimated to NOK 16,000,000.
